He manages the day-to-day operations of FRC and its staff of policy experts, communicators, government affairs specialists, as well as development, academic, and administrative professionals.

From 1989 to 2001, Mr. Donovan was one of the principal architects of Family Research Council, helping to establish it as the premier research and policy organization for family issues in the United States. He served as the organization's acting CEO from 1999 to 2001.

Prior to his White House service, Mr. Donovan was legislative director of the National Right to Life Committee.
