SUBJECT: Request for sound-amplification permit for September 10 and 11, 2007
1. On Monday, Sept. 10 and Tuesday, Sept. 11, it is my understanding that the September 11 national memorial tour will be coming to Columbia. Yesterday I heard on the radio for the first time that the memorial would be displayed in Finlay Park.

2. At the recommendation of Sgt Goff, CPD, I have tried to contact the City Clerk, Erika Salley, both yesterday and today by phone to inquire about the process for requesting a permit from City Council for the use of sound amplification equipment (megaphone). I left voice mail messages both days, but have not received a response back. If necessary, I request an opportunity to speak before the City Council at the next regular meeting on Wednesday, September 5, 2007 on this subject.
3. As a pro-life missionary and the director of a Christian, pro-life, pro-chastity ministry organization, I have been addressing for years the connection between the tragedy of September 11, 2001 and the loss of approx. 3,000 American lives on that day because of the actions of evil men, and the daily loss throughout the country of over 3,000 American lives by the evil act of abortion. The Bible says that bloodshed follows bloodshed (Hosea 4:2). God punishes national sins by national calamities in our day, just as He punished America for the national sin of black chattel slavery by giving us the terrible "War Between Americans," in 1861-1865.
4. As a matter of free-speech, freedom of assembly, and freedom of religion, I would like to express this message of the judgment of God upon America for the national sin of child-murder by abortion, and the coming destruction of America as we presently know it, as a divine judgment, unless we stop killing our own children by abortion (by surgical and chemical means) on the public sidewalk along Taylor Street adjacent to Finlay Park, on Mon., Sept. 10 and Tues., Sept. 11, during the national 9-11 memorial tour display. IAW Chapter 8, ENVIRONMENTAL HEALTH AND SANITATION, Section 8-67.(d), I would like to request a permit be issued by City Council for the broadcast of First Amendment, noncommercial speech in connection with this national September 11 memorial tour, using a sound-amplification device (i.e., megaphone).
