Mayor Coble informed Steve Lefemine as he came to the podium in City Hall that he would be limited to 2 minutes to speak, apparently as others are limited also. Steve was able to read only the 1st, 2nd, and 7th (last) paragraphs of the statement below in the presence of the Columbia City Council. The entire written statement was however given to all all seven members of the City Council, the City Manager, the City Clerk, and the City Attorney, along with a packet of information that included: the August 31 written request, pictures of pre-birth human beings before and after abortion, Gospel of salvation tracts, and other literature.

Statement by Steve Lefemine, director, Columbia Christians for Life

SUBJECT: Request for sound-amplification permit for September 10 and 11, 2007

Good afternoon Mayor Coble and members of Columbia City Council. My name is Steve Lefemine, director of Columbia Christians for Life.

Last Friday, Aug. 31, I e-mailed to each of you, and the City Mgr, and the City Clerk, a request for a sound amplification permit for a megaphone (which is battery-operated) for use on the Taylor Street sidewalk outside Finlay Park on Mon., Sept. 10 and Tues., Sept 11, while the national 9-11 memorial tour will be set up in the large expanse of Finlay Park. The times that I gave to the City Clerk yesterday on the phone were from 10 AM to 6:30 PM on Sept. 10, and from 12 noon to 6 PM on Sept. 11. I would like to modify those times to from 2 PM to 6:30 PM on Sept. 10, and from 1 PM to 8 PM on Sept. 11, during the times the tour is open to the public.

A written hard-copy request was also either hand-carried to your office in an envelope with other inserts last Friday, or in other cases, was placed in the mail. In any case, I have copies of a hand-written request in packets with other materials here today for all seven members of City Council, the City Mgr, and the City Clerk, which you should now be receiving (hand-out), as well as copies of this statement today before City Council.

As I explained in the Aug. 31 letter, as a pro-life missionary, and the director of a Christian, pro-life, pro-chastity ministry organization, I have been addressing for years since 9-11 the connection between the tragedy of Sept. 11, 2001 and the loss of approx. 3,000 American lives on that one day because of the actions of evil men, and the daily loss throughout the country, of over 3,000 American lives, day after day after everyday, by the evil murderous act of abortion. South Carolina has killed over 300,000 pre-birth human beings since 1973 by surgical abortion alone. The Bible says "blood toucheth blood" in Hosea 4:2, or bloodshed follows bloodshed. God punishes national sins by national calamities in our day, in 2007, just as He punished America, both North and South, for the national sin of black chattel slavery by giving us the "terrible war" that Lincoln referred to in his Second Inaugural Address, of 1861-1865, wherein over 600,000 Americans died. I call it the "War Between Americans." Indeed, more than 70 years earlier, George Mason, a delegate from Virginia, a slave state, said in the 1787 Constitutional Convention, "Every master of slaves is born a petty tyrant. They bring the judgment of heaven upon a country. As nations cannot be rewarded or punished in the next world, they must be in this. By an inevitable chain of causes and effects, Providence punishes national sins, by national calamities."

And so it is today. Abortion is a national sin. 9-11 was a national calamity. Greater divine judgment is coming upon America, including Columbia, unless we repent of this great sin of murdering our own children in the wombs of their mothers, as takes place 25 times or more a week right here in Columbia, mainly at the Planned Parenthood abortion center in Middleburg Park. Included with the packets you have been given today are before and after photographs of the innocent pre-born victims of abortion. These are pre-birth human beings who are being denied Justice in this city, state, and nation. At its core, abortion is Injustice; it is the most serious example of Injustice being perpetrated, with government protection, in Columbia, South Carolina, and America today.

And so, as a matter of the exercise of God-given, constitutionally-protected free-speech, freedom of assembly, and freedom of religion, I would like to express this message of the present and coming judgment of God upon America for the national sin of child-murder-by-abortion, and the coming destruction of America as we know it, as a divine judgment, unless we stop killing our own children by surgical and chemical abortion, on the public sidewalk along Taylor Street, adjacent to Finlay Park, on Sept. 10 and Sept. 11, during the modified times that I indicated earlier.

I was informed by phone yesterday by the City Clerk that my written request had been denied by city management, based upon my request under Chapter 8.; that the city legal department did not believe my request met the city code under Section 8-67.(d), and the denial was based on that code. So, at this point, I would like to ask City Council what the specific reason(s) for denial under that code is(are) - is it because of the "responsible organizations" language, or not being part of the "community" celebration, or is it something else ? If I am denied under Section 8-67., is there some other provision of the City ordinances under which I may apply for a sound-amplification permit under the conditions stipulated ? If not, then for the record, let me say, that without waiving my rights and objections to such denial, and reserving and excepting them, I request that the City Council adopt a resolution under Section 22-301 allowing me to use the megaphone during the dates, times, and places already requested. Thank you.
